Study of the Regulation of the Minister of Home Affairs No.: 70/ year 2019

Abstract

This study aims to find the mechanism for implementing Minister of Home Affairs Regulation Number 70 Year 2019 concerning Regional Development Information System (Sistem Informasi Pembangunan Daerah, SIPD) in Bengkulu Tengah Regency and the obstacles that are hindering the implementation of the regulation in Bengkulu Tengah Regency. The researcher chose a qualitative approach. In determining research informants, purposive sampling technique is used. Data analysis technique consist of data collection, data reduction, data presentation, conclusion drawing and clarification. The results of the research show that the implementation of the Minister of Home Affairs Regulation Number 70 Year 2019 in Bengkulu Tengah Regency has not been maximized. Communication aspect related to socialization and technical guidance activities in its implementation has been going well. Regarding the resource aspect related to the collection of information needed in filling out the SIPD; human resources is adequate, and the supporting equipment for SIPD work and the support network for filling out SIPD is quite adequate. Implementation aspect related to agencies readiness to implement SIPD and coordination between regional work units in filling SIPD suggest that the implementation is not so ready and seems forced. The evaluation aspect related to achieving the targets for filling in SIPD information and the implementation is in accordance with what has been determined is adequate. Suggestions given to the Regional Government of Bengkulu Tengah Regency is to coordinate with stakeholers in the context of implementing this SIPD, so that regional work units’ commitment can be further increased in implementing this SIPD. In addition, the Region Development Planning Agency of Bengkulu Tengah Regency (Bappeda Kabupaten Bengkulu Tengah) should also provide technical guidance to new operators who have not received training. Increased knowledge of operators will facilitate the implementation of input, process and output in the Bengkulu Tengah Regency SIPD.
