Abstract

This study aims to determine the effectiveness in implementation of recess by members of the Regional House of People’s Representatives (Dewan Perwakilan Rakyat Daerah, DPR) in Bengkulu Tengah Regency and to find out the obstacles to implementing the recess for members of the Regional House of People’s Representatives in Bengkulu Tengah Regency. The research method used in this study is a qualitative research method. Research informants are an important component in data collection, therefore the informants in this study are: Members of the Bengkulu Tengah Regency Regional House of People's Representative members, employees of the Bengkulu Tengah Regency Regional House of People's Representative Council secretariat and Community leaders of Bengkulu Tengah Regency. Qualitative data analysis activities are carried out interactively and continue until completion, so that the data becomes saturated.  The results of the study show that the effectiveness of the implementation of Regional House of People’s Representatives members' recess in Bengkulu Tengah Regency is quite effective. Achievement of Goals: Preparation of recess implementation schedules, recess destinations; and reporting of the results of the recess has been carried out so that the expected objectives have been achieved, Target Accuracy: The suitability of the electoral district and the suitability of the constituents in accordance with the constituency in the implementation of the recess has been right on target, Accuracy of Cost Calculations: Accuracy of the use of costs in the implementation of the recess and efficiency of the use of costs in the implementation of the recess still quite accurate in calculating recess costs and the timeliness of recess implementation is in accordance with the trial period and the time period for recess implementation is quite timely. Suggestions to members of the House of Representatives in Bengkulu Tengah Regency to continue to comply with the rules and regulations in recess implementation so that the recess implementation does not become an audit finding.
