International Journal of Policy and Public Administration https://ejournal.unib.ac.id/ispaj <p><strong><em>IJPPA </em></strong>is an international, research-driven, and peer-reviewed publication aimed at exploring the latest developments in public administration, public policy, and management – translating theory for practice and practice into theory. <strong><em>IJPPA</em> </strong>is a truly global journal in scope, covering developed, emerging and transitional states, education governmental organizations, and all areas of public activity. We welcome theoretical, analytical, quantitative, qualitative, empirical, and practitioner-based, as well as individual country-based, region-based, and especially comparative works. Our target audience is not just scholars, but also policy-makers and practitioners, including aspiring public sector leaders engaged in education and research in the growing global public service, policy, and administration, and governance community. We want to draw on the latest research – whether carried out by scholars or practitioners or indeed collaborations. This study uses a qualitative descriptive method. Informants in this study were all parties involved in the tender process, using observation, interviews, and documentation. Data analysis in this study used three stages: data reduction, data presentation, and conclusion drawing. The results show that the tender process for the procurement of goods and services in Bengkulu Province is transparent in terms of information provision, from the socialization stage to the evaluation stage. Regarding effectiveness and efficiency, facilities and infrastructure are still lacking, while human resources are adequate in terms of quantity and competence, and implementation times are also in accordance with applicable regulations. Furthermore, the response from service providers is also quite good, as evidenced by the active participation of goods/service providers in the tender process. This is the most well-known and commonly used evaluation method for measuring the quality of academic administration services at universities. The analysis of academic administration service quality through the aksi.ut.ac.id application will reveal which dimensions of the five SERVQUAL dimensions are not met based on the researcher's experience as a user of the application. Although broadly speaking, academic services at Open University of Bengkulu can be categorized as satisfying the desires and needs of students and alumni, especially for the aksi.ut.ac.id application, there are two obstacles that the researcher believes reduce the quality of academic services at Open University of Bengkulu, namely the dimensions of reliability and assurance. These factors contribute to the decline in the quality of academic services at Open University of Bengkulu. This research was conducted at Open University of Bengkulu because the researcher works at Open University of Bengkulu, which also provides access to the use of the aksi.ut.ac.id application, and the researcher is also a user of the application in serving students and alumni. This is an effort by the government to overcome serious public health problems with a comprehensive and collaborative approach, it is hoped that the stunting reduction acceleration program in Sukaraja District can run effectively and have a positive impact on the community. As an agrarian country, Indonesia has great potential in managing agrarian resources sustainably and equitably to improve public welfare. One supporting policy is land consolidation, which functions to reorganize land ownership, utilization, and use efficiently and sustainably. This research uses a qualitative approach with a narrative method, and data was collected through purposive sampling techniques. The findings show that the land consolidation program in Purwodadi Village has been effective based on several indicators: accuracy of objectives, careful planning, stakeholder satisfaction, and effective implementation. Land consolidation has successfully improved road accessibility, legalized land ownership, and enhanced the economic and social value of the local community. Based on public complaints, there are several issues that are of primary concern. First, the rampant practice of dimly lit stalls that are suspected of being a covert place for prostitution activities. Second, indications of prostitution practices that are increasingly disturbing residents and are considered to damage the morals and image of the region. Third, the problem of scattered garbage, especially around the area of ​​residents' gardens, which not only disrupts the aesthetics of the environment but also has the potential to pollute community agricultural land. These phenomena have caused deep unrest among the community and demand firmer action in enforcing Regional Regulation Number 14 of 2013. The HD OTO Program is a public service innovation in which the Mayor's and Deputy Mayor's official vehicles are lent to prospective brides and grooms for use on their wedding day falling on weekends. The purpose of this research is to analyze the implementation of the HD OTO Program based on four main aspects of Mulgan and Albury's (2003) Public Sector Innovation Theory: creation of new ideas, effective implementation, increased efficiency and effectiveness, and sustainability and scalability. This research employs a qualitative method with a descriptive analytical approach. Data collection was conducted through observation, in-depth interviews, and documentation. The research findings indicate that the HD OTO Program is a creative innovation that utilizes government assets during non-operational times to serve the community. The program is implemented with a structured yet flexible execution mechanism, supported by specific budget allocations and trained human resources. This program has demonstrated significant resource optimization and positive impact on public services, evidenced by a 95% user satisfaction rate and an increase in public trust in the government from 75% to 84%. The program also has continuous evaluation mechanisms and high replication potential. The main challenges in program implementation include limitations in the number of vehicles and personnel, as well as documentation and monitoring systems that are not yet fully integrated. Using the CIPP evaluation model (Context, Input, Process, Product), a qualitative descriptive method was applied with data collected through interviews, observations, and documentation. The findings reveal that while the SILPPD application significantly improves efficiency and transparency, several challenges remain, including insufficient human resource capacity, limited technical guidance, and infrastructure constraints.
