Abstract
The purpose of this study was to describe the types, implementation, and obstacles in SDN 49 Kaur class III. The research method used was a qualitative research method. Data collection techniques were observation, interviews and documentation. The results of this study were 1) Literacy program with 15-minute reading program activities, reading corners, reading in the library and making wall magazines; 2) Implementation of the literacy program includes reading habits for 15 minutes, activities responding to enrichment books, understanding reading strategies; 3) Obstacles in the implementation of the reading literacy program at SDN 49 Kaur, namely student laziness, facilities and infrastructure, and lack of reading motivation; 4) Efforts made to improve reading literacy at SDN 49 Kaur are by using new strategies, adding new reading books.
