Abstract

The objectives of this research are: (1) to know the implementation of employee placement for echelon structural position in auction auction program in the environment of Central Bengkulu Government and (2) to know the factors that support and inhibit the implementation of echelon II auction program in the environment of Bengkulu Regency Central. This type of research is descriptive qualitative. The type of data used is the primary data obtained through the interview. Respondents or informants in the research are employees who follow the auction of departments, selection committee and experts. Data analysis method used is descriptive qualitative analysis.Based on the results of the data analysis, it was found that: (1) The implementation of administrative requirements in the deployment of Echelon II in Central Bengkulu Regency was in accordance with the rules and conditions in the field, where individual employees appointed to echelon II in Central Bengkulu Regency had undergraduate education, and in the case of an officer has occupied certain positions before being elected to echelon II in Central Bengkulu Regency and has a relatively long working period and (2) The implementation of the requirements of competence of employees in the deployment of Echelon II in Central Bengkulu Regency has been normative and refer to the Decision of Government Number 13 of 2002 and the Decision of the Head of BKN Number 7 Year 2013, but at empirical level there is still a fraud and deviation of rules.
